I would think this was a Third World country if not for the Washington Monument in the background.
Um so much for taking care of the environment.
Not surprised. Working at a movie theatre through college, people certainly think they can just leave their trash anywhere they want despite the fact that there are trash cans located everywhere throughout the building.
It's pretty sad.
